English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders stated they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week also found local finances being strained by the growing number of children and older individuals needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
