The UK and US have signed a significant commercial pact that will preserve zero levies on UK medicine shipments entering the US market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has committed to increase expenditure on drugs through the public health system. This pledge secures that tariffs on these crucial goods will be held at nothing for a period of the next three years.

This deal follows recent threats to dramatically increase duties on patented drug products, with potential rates floated up to double the cost.

"This deal between the United Kingdom bolsters the international landscape for new treatments and establishes long-overdue fairness to American-British drug exports," a statement declared.

Trade Importance

Pharmaceuticals constitute one of the the United Kingdom's largest export categories to the US, which is clearly the biggest buyer for major companies like GSK and AstraZeneca.

Trade data show that in the year to the end of last September, the UK shipped drugs valued at over eleven billion pounds to the US. This amount represented 17.4% of total UK exports in that span.

"This agreement safeguards employment, increases capital expenditure and paves the way for the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Key UK Commitments

The deal involves several key pledges from the British government:

  • Price Threshold Increase: The UK will raise the cost ceiling at which it deems new therapies to be unaffordable by a quarter.
  • Increased NHS Spending: There is a target to double overall health service expenditure on treatments from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Rebate Cap: The sum drug companies must refund to the NHS to control costs will be restricted at 15%. Previously, refunds exceeded twenty percent.

Industry Background

The pact takes place against a long-running row between the sector and the UK government over medicine costs and NHS adoption.

The disagreement were heightened by arguments that American consumers were paying several times more for the equivalent treatments than consumers in the UK and Europe.

Over the last 18 months, several major manufacturing plans in the UK have been delayed or abandoned, while multi-billion-dollar investments have been directed toward US facilities.

The Science Minister publicly accepted that the NHS needed to spend more on medicines, noting that its budget allocation on drugs had decreased as a proportion of its overall budget over the previous ten-year period.
